- The corporate representatives of the Emergency Measure Committee of Enterprises Located in Gaeseong Industrial Complex (Chairman, GI SEOB, JEONG), on December 15th (Tuesday) from 14:00 until 16:00 PM at the south end of the Unification Bridge, visited and encouraged the “Event of 3-Steps-1-Bow to Urge the Announcement of Resume of the Gaeseong Industrial Complex” performed by Gyeonggi Province's Peace Deputy Governor, JAE GANG, LEE.
- The corporate representatives could not participate in the event for the compliance with the COVID-19 quarantine guidelines, but the Vice-governor for Peace of Gyeonggi-do province continued performing the 3 steps and 1 bow event for over 2 hours under the sensory temperature which suddenly decreased due to the strong wind and the temperature of -10ºC. Together with the bowing event there was also performed the one protester’s protest with picket and the performer bowed 125 times symbolizing the 125 enterprises in Gaeseong and they all exclaimed for the “Resume of the Gaeseong Industrial Complex”.
- Before the event, Gyeonggi Province's Peace Deputy Governor, JAE GANG, LEE was protesting by denouncing the United Nations and urging the resuming announcement of the Gaeseong Industrial Complex as a one-protester at the Unification Bridge while operating in his temporary office within the Pyeonghwa Nuri Park of Imjingak (Imjingak Pyeonghwa Nuri Park) Pavilion.
- The chairman GI SEOB, JEONG stated that “the representatives of the enterprises in Gaeseong also prepared to participate in this event of 3-Steps-1-Bow to urge for the resume of the Gaeseong Industrial Complex, but under this severe situation of continuous epidemic of COVID-19 we unfortunately could not participate in the event to comply with the quarantine guidelines”.
- And he revealed that “the enterprises located at Gaeseong are in crisis of maintenance or abolition due to the long closure of the industrial complex for over 5 years and the pandemic of COVID-19, but I personally appreciate much that Gyeonggi Province's Peace Deputy Governor took the initiative in this manner, and therefore I will strengthen my resolution to make greater efforts as a participant in the Gaeseong Industrial Complex, and I will make my best endeavor and anything possible to resume the Gaeseong Industrial Complex with the soundest mind that the resume of the Gaeseong Industrial Complex is the restart of the peace and economic cooperation between the Two Koreas”. - Dear, Respected President Moon Jae-In!
- We are entrepreneurs of the companies which entered to or established business sites in the Gaeseong Industrial Complex.
- It has been 5 years since the Gaeseong Industrial Complex has been suddenly shutdown.
- We consider that you would be very agonized and tormented to resolve the accumulated and numerous administrative affairs including the problem of COVID-19, but as we cannot wait indefinitely for the decision of our government any longer, we hereby would like to inform you about our desires and opinion through this brief letter.
- The sudden closure of Gaeseong Industrial Complex which happened 5 years ago was an illegal political administrative act that was imposed on interested parties without prior notice. It was due to the spontaneous and dogmatic decision of the former president, not because of the international sanction on North Korea.
- We guess you clearly know how and why we have invested on and entered to the Gaeseong Industrial Complex, Mr. President.
- We were very uncertain and afraid of the investment on North Korea, but we believed the promise of our government at that time that “50 years of autonomous corporate management and stable operation shall be secured and guaranteed and all responsibilities shall be borne by the government” and accordingly we built factories and facilities in the Gaeseong Industrial Complex which was only an extensive empty wild plain.
- During the administrations of the former presidents, Lee Myung-Bak and Park Geun-Hye, we the enterprises in Gaeseong Industrial Complex suffered from the unkind treatments and prejudices, but we endured working with our own sense of mission that we were building the basis for the common prosperity and peace of the Two Koreas.
- The Park Geun-Hye administration promised to guarantee and secure the stable operation of the Gaeseong Industrial Complex together with North Korea in 2013, but they suddenly broke that promise and close the entire Gaeseong Industrial Complex.
- During the entire season of winter of that year, we raised our candles thinking that “this is not a proper country” in the coldest streets, and we gladly welcomed the inauguration of the new Moon Jae-In administration with our greatest impressions and hopes.
- But we could not receive any fair compensation for the incalculable damage we suffered due to the illegal closure of the industrial complex performed by the government, but we only received subsidies in form of loans and insurance money which were not nearly enough to cover our actual damages. But we have waited long and endured all that time with the only hope that the Gaeseong Industrial Complex will be resumed soon.
- Our hearts were almost exploding for the hope that the Gaeseong Industrial Complex will be soon resumed when we saw the South-North Korean Summit in 2018, the U.S.-North Korea Summit and the September 19th Pyeongyang Declaration, but the hope of resume of the Gaeseong Industrial Complex only became a torture of vain hope since the breakdown of the Hanoi Summit.
- We expected to at least see or hear the will of the government for the resume of Gaeseong Industrial Complex in the New Year’s Speech of this year given by our Mr. President, but you did not mention a single relevant word.
- Mr. President!
We all know well the difficulties of our government that the government should ask for the consent and permission of the U.S. for the resume of the Gaeseong Industrial Complex.
- But we also believe that our government should at least reveal its will to resume the industrial complex instead of telling the entrepreneurs who waited day by day and year by year suffering from all the damages caused by the illegal closure of the industrial complex by the former administration, just to wait indefinitely without any promise.
- We took our first steps to Gaeseong believing the promise of our government, and now we hereby plead you to perform proper responsibility and obligation as the entrepreneurs who lost business sites in Gaeseong due to the compulsory measures.
- Mr. President!
It already passed 5 years since the closure of the industrial complex. All the companies which entered to or established their business sites in Gaeseong, except the conglomerates which have their production facilities diversified and operated in different locations, are suffering from severe financial difficulties.
- The businesses of over 30% of the companies, including the companies in rehabilitation are actually suspended or closed.
- Last year, to add the difficulties, the COVID-19 aggravated the financial and managerial difficulties but there was no government subsidy or support throughout the entire period of crisis.
- Although it is too late even for now, the honorable Mr. President must be clearly aware of the fact that the Ministry of Economy and Finance and the Ministry of Unification, on the early 2018, took the tyrannical measure of receiving from the entrepreneurs, against their will, the written confirmation stating that the entrepreneurs of Gaeseong Industrial Complex shall not present any claim against the government subsidy for the damages caused on investment and current assets of the companies with the good excuse on the additional subsidy for the damages on the current assets, and thereafter they clearly lied as if they harmoniously completed the subsidies for the damaged businesses. This is what should never happen or exist under the Moon Jae-In administration.

Before giving up all the hopes on the resume of Gaeseong Industrial Complex, we would like ask the government the firm will to resume the complex. Please let us know, personally and directly, if we should abandon all hopes and claim for the liquidation and fair compensation for the industrial complex, or if we should wait for an undetermined period of long-suffering by believing the government.
